The Snappy frame decoder function doesn't restrict the chunk length which may lead to excessive memory usage. Beside this it also may buffer reserved skippable chunks until the whole chunk was received which may lead to excessive memory usage as well. This vulnerability can be triggered by supplying malicious input that decompresses to a very big size (via a network stream or a file) or by sending a huge skippable chunk.

Apache CXF ships with a OpenId Connect JWK Keys service, which allows a client to obtain the public keys in JWK format, which can then be used to verify the signature of tokens issued by the service. Typically, the service obtains the public key from a local keystore (JKS/PKCS12) by specifing the path of the keystore and the alias of the keystore entry. This case is not vulnerable.
